Apartheid Era Laws: Black (Bantu) Authorities Act No 68 of 1951

By Alistair Boddy-Evans, About.com

Definition:

The Black (Bantu) Authorities Act No 68 of 1951 (commenced 17 July) allowed for the creation of traditional tribal, regional and territorial authorities initially run by the Native Affairs Department, but with the promise of self-government in the future. It came as a result of the Tomlinson Commission - Professor FR Tomlinson was instructed to investigate ways in which 'homelands' could be developed.

Minister of Native Affairs, Hendrik Frensch Verwoerd, explained that the "fundamental idea is Bantu control over Bantu areas as and when it becomes possible for them to exercise control efficiently and properly for the benefit of their own people."

Repealed by the Black Communities Development Act No 4 of 1984.
