28 1902 Boer War: Peace
Boer negotiators are handed the final British proposals for the Boer surrender. The offer includes a general amnesty for all burghers except for rebels and those involved in (listed) war crimes. Rebel leaders are to be put on trial.
28 1941 World War II: North Africa
Max Schmeling, German ex-world heavyweight boxing champion, is captured whilst trying to flee British troops in Egypt.

29 1950 A "day of morning" protest is planned by non-whites against the Apartheid governments latest racial legislation.
29 1995 France is accused by the Human Rights Arms Project of arming and training the Hutu extremists who organised the genocide in Rwanda.

30 1924 Southern Rhodesia becomes a self-governing colony with the first meeting of its National Assembly.
30 1967 The Eastern region of Nigeria, Biafra, secedes from the country.

31 1910 Union of South Africa is inaugurated, eight years after the declaration of peace at Vereeniging, from four colonies: Cape Colony, Natal, Orange River Colony (Oranje Vrij Staat), and the Transvaal (Zuid Afrikaansche Republick).
31 1966 Joseph-Désiré Mobutu's military government in the Congo has four former ministers sentenced to death for treason, murder, and an attempted coup. (Mobutu will change his name to Mobutu Sese Seko on 10 January 1972.)

2 1944 World War II: North Africa
North Africa is used as a base of operations for Operation Frantic -- 130 Flying Fortresses fly to Russia, bombing targets in Rumania and Hungary as they go.
2 1966 The four former ministers sentenced to death for treason, murder, and an attempted coup by Joseph-Désiré Mobutu's military government in the Congo are hanged.

3 1946 A bill to curtail land ownership and voting rights of Asians in South Africa is adopted by the government.
3 1955 Tunisia achieves (limited) self-government with the return of Habib Bourguiba. Muhammad al-Amin ibn Muhammad, the Pacha Bey, will remain the head of state for two more years whilst Bourguiba consolidates his power base.
